We invite you to meet Richard Hooper – a world expert on effective policy making and good regulatory design. Effective policy making and better regulation are both front of mind at present – particularly since the New Zealand Productivity Commission’s recent paper on regulatory institutions and practices.
Richard has an extensive international regulatory background and will be presenting his views on good policy making and will provide thoughts on lessons for New Zealand.
About the speaker
Richard Hooper CBE has devoted his career to the converging worlds of media, telecommunications and technology. He started out in the BBC as a radio and television producer, a founder on the BBC side of the Open University.
In 1967-8 he travelled to the USA on a Harkness Fellowship studying educational technology and served as a staff member to President Lyndon Johnson’s Commission on Instructional Technology. In the late 1970s he became one of the pioneers of Prestel, the world’s first commercial viewdata/videotext service, the precursor of the internet. In the early 1980s he ran the Value Added Systems and Services division of British Telecom during the period of privatisation and liberalisation.
After three years pioneering pan-European satellite television as CEO of Super Channel, he became a pluralist, combining Board directorships with advisory work. In 2000, he became Chairman of the Radio Authority, regulating commercial radio in the UK, followed by a role as the founding Deputy Chairman of Ofcom.
In 2009, he was asked by the British Government to chair an independent review of the postal services sector which led to the privatisation of Royal Mail and a new regulatory framework for postal services. In 2011, he led an independent review for the British Government on the feasibility of a Digital Copyright Exchange which led to the creative industries making major changes in copyright licensing processes and also led to the creation of the Copyright Hub which he now chairs.
His wife is the Australian writer and Antarctic specialist Meredith Hooper, and one of his children is the Oscar-winning director of The King’s Speech and Les Misérables – Tom Hooper.
